planner John Phillips told the audience about the positives of having new mines and power plants in his area. He said Beulah has a great quality of life with good job opporunties. He said his community used the coal impact fund to get through the construction phase. The coal impact fund may be something that the legislature will need to bring back so that South Heart can have assistance with the coal impacts. South Heart council members are concerned about adding new police positions and other city functions. The CCC board will be meeting in March to discuss a closer relationship with the ND Oil and Gas Producing Counties.
